Talent is the key to promoting high-quality development of health and wellness and building a healthy China. In order to implement the spirit of the Central Talent Work Conference and the Outline of the "Healthy China 2030" Plan, the National Health Commission, based on the new situation and new tasks facing health and wellness work, as well as the new functions and new requirements given by institutional reform, adheres to demand-oriented, problem-oriented and goal-oriented, and compiles and issues the "14th Five-Year Plan for Health and Wellness Talent Development" (hereinafter referred to as the "Plan").

The "Plan" adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th Central Committee, fully implements General Secretary Xi Jinping's important thoughts on talent work in the new era, adheres to the Party's health and wellness work policy in the new era, follows the characteristics of the health and wellness industry and the law of talent growth, strengthens the concept that talent resources are the first resource, takes promoting high-quality development as the theme, focuses on making up for shortcomings and strengthening weaknesses, and takes deepening the reform of talent systems and mechanisms as the driving force, so as to provide strong talent support for accelerating the construction of a healthy China.

The "Plan" is divided into 6 parts.

The first part is a situation analysis. It includes the main achievements made during the "13th Five-Year Plan" period and the situation faced during the "14th Five-Year Plan" period.

The second part is the overall requirements. Including guiding ideology, principles to follow and development goals. The development goals include five aspects, namely, the total amount of talent resources will grow steadily, the talent structure and regional distribution will be further optimized, the talent service capacity will be further improved, the level of high-end talent aggregation will be further improved, and the talent management system will be further innovated and improved.

The third part is to strengthen the construction of health and health talent teams. The fourth part is to build a highland of life and health talents. The fifth part is to deepen the reform of the talent development system and mechanism. It mainly includes improving the mechanisms of training and development, flow allocation, evaluation and use, and incentive guarantee.

The sixth part is organization and implementation. It mainly includes strengthening organizational leadership, focusing on publicity and communication, strengthening monitoring and evaluation, and increasing talent investment.

In the next step, the National Health Commission will incorporate the "Plan" into the overall plan for the construction of Healthy China and the development of health and health undertakings for unified deployment, overall arrangement, and overall promotion, focusing on solving practical problems that talents strongly reflect, and accelerating the construction of health and health talent teams.
